The Westerville Public Library receives its primary financial support from the State Public Library Fund. The funds are collected at the state level and then distributed to the 88 Ohio counties on a monthly basis. It is the responsibility of the Franklin County Budget Commission to distribute funds to each of the seven  public libraries. public libraries in Ohio have the ability to advocate for funding directly with the Ohio General Assembly, not city council, the school board, or the county commission.
